On 30 October 2018, the Human Rights Committee adopted its General Comment No. 36 on Article 6 of the International Covenant on Civil and Political Rights on the right to life. Adopted by consensus after more than three years of Committee discussions, the final text is marked by an abandonment of all protection of human life within the womb. Contrary to the letter and spirit of the 1966 text, the experts inferred from the protection of women's life and health a right to abortion and the possibility for States to legalise assisted suicide.
This article is an annotated record of the discussions that took place during the 2nd reading of paragraphs 8 and 9 of General Comment No. 36 of the Human Rights Committee.
